No. The application itself is fully remote, with no residency requirement afterwards. Only biometric enrollment is required before passport issuance — and it can be done in Hong Kong or via an on-site government visit, so a trip to Vanuatu is not necessary (see the next question).
Yes — biometric enrollment is required before the passport is issued. There are currently three options: (1) enroll in Vanuatu; (2) enroll at the Vanuatu Consulate-General in Hong Kong; (3) a government officer travels to a location designated by the client for on-site enrollment (travel and related costs quoted separately). We arrange whichever suits you best.
